Enchanting not taking correct ammount of exp

Whenever you enchant something, for example 40 levels it will take away exactly 40 levels, and it doesn't matter how much your bar is full, it will leave it at that, if the exp bar is almost full then to compensate for how hard it is to get levels at 40 the bar should fill up to atleast 10 levels after a level 40 enchant where the bar is almost full, instead the bar doesn't compensate at all.
