Command to mute trails

So add a command, something  like /mute trails. It simply mutes every trail sound for you. This way people who want to have their volume higher than 2 can actually play when someone has every trail active.

I know me and Ovie differ from time to time but I'm pretty sure he is working full time. Plus the only one with the know how to configure trails is Silas. Being a donation Item it will stay under Silas's jurisdiction.
