How: click some one with it and it does nothing also it has a ten minute cool down for some reason ¯\_(ツ)_/¯

This is not a bug, someone (I think Icy or SuperGoldenMario) kept annoying Silas with it so he put a ten minute cool down on it

Its always worked fine but it has been adjusted to display particles regardless of whether there's targets within 2.5 blocks or not.
