1. Is your idea logical? Yes.
2. Could it be done easily? Yes.
3. Has something like it been done before? From what I could find, the plot limit was enacted originally somewhere in 2014. I could not find any suggestion that was created about increasing or removing the plot limit.
4. Has this idea been suggested before? Not that I could find.
The plot limit is 2, which on a highly populated server would be no issue especially with the amount of plots on MCP. However, because there is a rather small (but close-knit) community, the value of plots is rather low. Walk around /plots, the courtyard, or even the mega areas and you will find plots that are empty and/or not owned. Tack on the fact that some plots have exorbitant prices that few people can afford, you get plots that are empty for potentially months. Also remove the undesired plots altogether to make areas more appealing.
Plot values would rise if most of the desired ones were purchased. The common occurrence of plots being sold for $1 only to buy another plot would end. (I have personally paid $1 for a cy plot, and 15% of the cost of a /plots plot.)
A harder to implement solution that would also address the suggestion would be to add a tax above a certain amount of plots owned. For example, your first 2 plots would have a 0% tax rate and subsequent plots could have any percentage tax you wanted, or just a standard price (say $3k/day or any desired amount). If the player did not have enough money to pay the tax, they would have 3 days to pay the tax + a fee to keep their plot, or it would be repossessed.
