There is so many things wrong with what you just said. Just reinstall/reset windows, Google is your friend. If I could build a PC when I was 12 I think you can reinstall/reset windows. If you do backup your files because they will be removed.

It will if you remove 100% of the old install, like use a disk/usb install. What version of windows do you have because I can tell you how to make an install USB.
