The idea behind this is that it would stay in your inventory until the end of the holiday.  So by the end of it there could be 50+ of these items all being passed around from player to player.  I wouldn't say for it to give people slowness permanently but it could be like drug withdrawals were it gives nausea, blindness, or slowness every once and a while.

The item tag thing sounds great, however if too many get opened into the community it could be a problem, maybe limit the amount of the item available say 1 every 100 crates opened on the server, because what happens if we have a low number of player activity during these months?

Maybe Wardens or a player can pay wardens to go around and place a chest at a house of their choosing and there is a 50/50 chance you get something good or something bad.
