The before's and after's keep on changing.  Here is an example:

Let's say I have a right that I get to keep forever.  In the event they are taking steps to take away such right, the steps are void so is the after is never legally passed.  This makes the after void (The one that is taking steps to take away such right).  Then the "before" now becomes the "after" since it overrode the previous after.
