Guards are usually either too weak or too strong. I'm aware of the current complaints with their strength but keep in mind the current balance was designed to be a starting point to rework guard balance. Previously guards dying due to running out of supplies was poor design.
With these changes we'll go forward with balancing guard stats not supplies from this point.
