Minor bug - spectating flash flood

What is the bug: Showing "You do not have permissions to execute this command (bpp.use)" when it should show you cannot spectate message.
Where is this bug located: events
How can we recreate it: Try to join after flash flood starts.  Note: Dogtag was able to get the can't join message so it is probably a permissions error.

This is not a bug, you’ve never been able to spectacle flash flood, ever.

I told him to report it. The point isn't that he can't spectate flash flood, the point was it doesn't give him the right message. It's a harmless bug but nonetheless a bug.
