What is the bug: I was able to buy a Mega without being Baron/Staff
Where is this bug located: Megas
How can we recreate it: Have a citizen attempt to buy a mega

I was just informed that this is more of a loosely enforced rule that people under Baron aren't supposed to buy megas. I guess there's nothing in place to stop people from doing so, but I wanted to make the report anyways. If this is an issue, am I going to have to give the mega up?
