Very true since you want dedicated staff, not just "seasonal" staff.  I mean, you could have more guards in the summer to deal with more people coming online and only keep the best of them.  So in this case, they didn't intend on resigning.  It is always good to have more than one trainee so you can narrow down to one that will fill the role so you don't have to start the process all over again.
