The item im thinking of is a stick but has sharpness but has a chance to scramble a players hot-bar when they are hit with it.
For example say this is you hot-bar (numbers being the hot-bar)

Before the scrambling takes place

good idea but if it were to happen i would say cool down of 5-10min

To answer Mb's question it would be a pvp advantage because if someone is eating a gapple you hit them with the scrambler and they cant eat the apple for a sec until they find it again on there hot-bar.
