Add elytras, shields, and endercrystals to crates
Shields are a craft-able recipe and could be produced by any player. As for Elytras, maybe add to crates to stop every citizen flying around the prison, but flying is not enabled anyway so it's up to Silas or Zeedin to what happens to them. EnderCrystals are probably going to be disabled too.

If you want to get some where quicker than running, it's called speed pots, enderpearls, or a boat. 1.9 is more retarded than my 18 year old brother, and he is really retarded.
