You can not currently buy shards from the smuggler, however you should be able to.
This price should be VERY high. It needs to be high enough to where people can not just buy them all for a dragon, but low enough to be reasonable.
This will help the people who have all the shards to spawn it, but are just missing a few.

Not likely to happen, part of the challenge is collecting all the shards. Also 1.9 fucked dragon AI so we may have to rework that anyway.
