The thing is, once a player safezones you cannot attack them when they come out. Having said that, I don't think this is abuse. It's a mistake, yes, but don't forget that he was recently promoted. Give the guy some time to get used to the job. If you report every new guard for abuse with the intention of getting them demoted, then they won't learn properly. Instead, point out that they made a mistake and should be careful not to do it anymore.

You can't just dip into a safezone for not even a second then come back out and expect not to be hit. A good guard would only call pvp abuse after a prisoner has been in a safezone for maybe two full seconds. This would help for the cases in which one is hit into a safezone or accidentally gets in one.
