Few random ideas.

Pvp wise your plan is to return pvp back to what it was at one point. Enable Enchanted diamond apples. Add a cool down of two minutes or so so that they aren't chugged down during riots, fights, raids (Implying it happens for once). Or even make the cool down even longer.

Reduce the enchantment prices as I personally think 100 is a tad bit high. Lower it to 75 for sharp IV enchantment Unbreaking prices seems fine besides that.

If not enabling Enchanted Apples put regeneration potions or healing pots back in effect. In a riot and without a lot of gapples a guard has a higher advantage.

Make guard drops more worth it. Recalling right you only get 16 exp bottles, some guard gold, iron, and diamond. Their taser, handcuffs, a chance for drugs, their weapons. Most of the time if they run the whole riot their gapples are gone as are their tasers.


Player:
Ranking up to Baron means nothing much now a days. Upgrade the mine, replace the end stone for something like multiple colored clay, remove the glow stone, and increase diamond rate but add a smaller amount of emeralds. Increase the prices in baron as they are the same prices as everywhere else on the server.

As it was pointed out already and discussed shortly, enable the world border, so that as you said raiding actually happens.

Have a set of events in the morning and a set of events in the evening, we have night events and then day events but having events in the morning and during the normal time offers more chances for players who are on in the morning a chance to get money as most times players aren't on for the night events.

Seems like your pvp ideas are all counter intuitive.

Our goal is to have guards not be consistently raped by well equipped 1-3 players. On top of that though, we also don't want 30 minute long fights like we had before we removed "god apples". This is also why we took the steps to remove healing equipment as they prolonged fights indefinitely so now if people want those effects they at least have to use drugs wisely as opposed to just having an inv full of healing equipment.

The goal here is to have longer fights that cannot be prolonged a ridiculous amount but are fair for all levels.
This is why we decreased the general max damage ability and are encouraging longer fights without any buffs or effects acquired  through other means.
