I think that contraband items should only be called on in pvp zones, or one the border of a pvp zone.

a lot of people walk around in safezones just doing their own thing, and then they get their sword called by a guard and they get jailed. its a pain in the ass. also, it just makes more sense to have contraband only called for in pvp zones, or on the edge of a pvp zone.
