MAJOR Boat Bug [Resolved]

What is the bug: If you ride a boat around on the ground you can get into non-accessible areas for example an A prisoner could ride a boat into E block then get out of the boat and walk around without paying the money to rank up.
Where is this bug located: Everywhere
How can we recreate it: Ride a boat into somewhere you're not permitted to enter

This is a huge bug. I tested it myself, a C prisoner could join the server and run around into E pay free.
