You don't have to run after him, you just have to be in a pvp zone if he goes into one.

I don't believe this is demotable. I was guard for quite some time and I had some "mistake reports" here and there. They are just to improve the overall guard quality. I think this is one of them. If he can show that he has changed, he will be fine.
