2. Could it be done easily? Yes very.
3. Has something like it been done before? Not sure
4. Has this idea been suggested before? No clue.
After a C joins he or she gets a pvp timer, well after they get their things and actually prosper, the pvp timer runs off. Now a rank that is higher kills the C-Blocker. Usually the person who killed the C rank won't give the items back. ThenĀ C-Blockers quit with frustration. Well my suggestion is to make it where pvp timer lasts until the rank B, and if the C blocker wants to pvp before then, they can easily remove it with the same method as before. Once they are rank B they can kinda see how the server is, how it's works with economy and how players are, so they won't be new if he or she dies.
