The Taser charge sign is indeed restricted to guards (I tried but the signs are not allowed to socialise with people like me FeelsBadMan.jpeg).
The prison region already prevents /sethome so that should not be an issue (along with region protection)
As for the /sethomes when being hired & fired we could remove all the sethomes to remove any temptation.
I don't see why you cant have a sethome unless there is another good reason not listed....... waits for some to point out the obvious lol
