2. Could it be done easily? Yes?
3. Has something like it been done before? Probably
4. Has this idea been suggested before? Probably
Making Gambling illegal, or outlaw it. Make it so it's a dirty way to get money. Guards wouldn't be allowed to do it but if they find a plot that is holding a gambling center the owner of the plot would be charged x amount of money. The guard would report it to a warden the the warden would remove the amount of money from the owners balance.
