The reason the BM was never used is because players had no incentive to be there whereas if contraband was able to be sold ONLY in the black market, then it would have been used. Another reason that it was never used is that players could purchase permanent plots of land which were much more convenient for shops and a lot of them were close to C unlike the black market which most new players didn't know about. Finally, the BM does not look like a BM. A prison should have secret passages, harsh rules, and not look like a hotel but that is only my opinion.
