I call PvP abuse if a player walks into a safezone OR if I hit them into a safezone and they decide to sit in there for a few seconds, maybe I called pvp abuse on you too soon zeedin but even so that was one time, I disagree with your example, I don't just hit people into safezones and call pvp instantly, in fact I have never done that. I give them a couple of seconds to get out otherwise I call pvp abuse.
