yea, if they do that, then they get strikes or insta mute? like make it so that the clearance points only work for caps, and they have to pay 5k/point, and they have to tell the mod exactly what they're going to say, and if they violate any of these things, they get a chat offense strike, or insta mute? and they have a limit of 3 points/every 24 hours

but see they would reach their limit, and then nothing would stop them from flooding chat with inappropriate stuff
