I like a lot of the ideas about the reset and what needs to be done before it would be released in people's opinion.
I wouldn't mind help testing if any help is needed like a beta tester with the staff to testing everything. As in, have the staff get access first, then the beta testers, and finally release the server. Maybe use the test server for this if you can keep it up like the current server; however, have the test server use fewer resources so that the people would have a feel of more people on the server or laggy spots before the server goes live.
It is up to you if you would want the beta testers but I think you could, if you wanted to, is to make a beta tester application to be whitelist temped for the allowed time that you deem needed; however, make it so the people that are beta testing agree if they share any info on server that they are whitelisted on to test the reset, they receive a ban/kick from the whitelisted server and the current server. I am going into a field of study that you do have to keep things in the house and I understand why due to many factors.
I also think there should be a max /baltop for free+ so the economy has more of a diverse population of wealth. Like Frees can only have 2 million, Citizens can only have 12 million, and barons can only have 30 million. This way there is more purpose of ranking up to higher ranks and it would be more worth it to get baron. Maybe have the rank donator after baron and it costs 30 million. This way there is a way to become a donator which some people would love to get but they would have to grind for it. I also think that all the people get the donor rank via the 30 million, have it in a different color than the people that paid for the rank one way or another. And every time someone buys the rank donator, the people that paid for the rank get $2500-$7500 (or a crate) once the server restarts. I know some of you wouldn't like this but It could simulate the economy every once in a while. You still would be able to collect items like rares without that factoring into the equation. Or have a wealth tax deducted as the server restarts every day; however, only do it so it is less than .01% of their next rank up cost ($500 for citizen) and for a person ranked baron it should be .015% of their total wealth (750 for a person that is a baron with 5 million per day). Also, alternate accounts would have restrictions such as all accounts cannot be worth more than 1.5 of the balance of the total of one account's limits or they get a fine (Thd be calculated at server restart).
I think there should be a years/months of service that you get to pick a reward for being on the server for so long; however, I think that for every 10-minute kick you get, the years of service is subtracted by half an hour. This can also help Silas look into people play time farming or constantly going afk when looking at his staff or future staff.
[spoiler=Little Bit Off topic]
I think there should be a minimum post requirement on the forums for people to apply for moderators just because they are taking the time to get familiar with the server. The posts would have to be constructive, to the point, and on topic. This also weeds out quite a bit of people that wouldn't get accepted in most conditions.

I'll think of more later but with Miner's list i think he got a lot of it covered.
