Enchanting Glitch or Noob Failure?

I have 40 levels, 3 emeralds, 1 diamond/iron/gold..... am I missing something or is this a bug?
Attached an image of my inventory and the chat saying I am missing something?


I'm hoping that this isn't a noob mistake because people told me everything I should need so....

Often times you need slightly more than 40 levels for it to work, try repairing with 41 levels.

Are you repairing or enchanting? You need books for enchanting not Emeralds and such.
