Allow /sethome in citizen

OR

Make a warp from citizen spawn to this building.

OR

Make a new region and allow /sethome only in the ground floor of this building.

OR

Just make the entire apartment building a region and allow sethome there.

This apartment building has never been used due to its distance from citizen spawn, I would like to use it and perhaps others would as well.
