Make the word "abuse" a chat offence.

Today wer65w_skystrike kept saying "abuse", when he thought me and natefoster were abusing. I had to tell him to shut up because he kept saying abuse when we were doing our job... I strongly recommend  making "abuse" a chat offence.

KillJoy, Don't tell prisoners to shut up. But I like the idea having at least some sort of consequence for yelling abuse. They should just know to report on forums.
