If a prisoner is in a PvP zone with contraband, you must be in PvP when asking for the contraband.

its still a known rule that if a guard is calling for contraband, and the prisoner is in safe zone, the guard must be in pvp zone when calling for the contraband.

_efex was in a safezone therefore buttkicker had every right to call him while in a safe zone, if _efex had moved into a pvp zone,  butt MUST follow him, however _efex did not.
Just think it through logically, if guards had to be in a pvp zone to call even if prisoners were in safe then why would there be a sign on E cow farm that says swords are still contraband here? People would just run around E with swords ( or A for that matter ) and guards could do nothing.
