Both Dragon and Silas both told you alread.....once you get the /sethome command at Rank FREE you no longer have access to purchasing//renting cells.

But I still have a cell.. How is that possible if I don't have access to purchase or rent them?

Most likely rented before you ranked up to Free and have//had time remaining on the cell. Not entirely sure if players keep the cell until time runs out or not never needed to own one.

This is wrong, I just tested on a citizen account as well as a free account and I was able to purchase cells just fine. So yes, non-prisoners can rent cells.

Then it's a bug...as anyone Free and up shouldnt be allowed to purchase cells.
