What is the bug: Can't enchant since I havent voted, even though I have.
Where is this bug located: Enchanting tables
How can we recreate it: Not quite sure.

After some investigation this was not meant to be a feature and was a relic that only occurred in certain worlds.

This feature may be fixed and re-added at some point though.
