The other things you see is a mod called batter hud.  I use it just to see dura, fps, ping, buffs/debuffs, etc.  Nothing to give a "handicap" in pvp.

Seems unlikely. Most hackers use their GUI, and it is VERY common for people to type something like .Enable KillAura to troll people.
