What is the bug: You can plant ferns to get marijuana, you don't specifically need buds.
Where is this bug located: I found it in Megas, but probably everywhere
How can we recreate it: Try and plant a fern as you would with a bud

Notice it's taking buds out of your inventory?
You don't need to click with an actual bud as long as you have one in your inv it'll take it.
