2. Could it be done easily? Yes
3. Has something like it been done before? Not that I know of
4. Has this idea been suggested before? Not that I know of
Allow guards to use /ff when in combat. This would allow guards to communicate with each other in faction chat instead of being stuck in faction chat while in combat.

+1 this prevents me from having to type a message to someone calling them to C when I can just do /ff C
