Is having Multiple Forums Accounts allowed? And am I allowed to have more than 1 alt on the server? Like if I wanted to use 1 for Mining, 1 for PvP, 1 for Drugs, 1 for Plots, 1 for Trading/Selling would that be allowed?

No, and there's no reason you'd need a second forum account.
