Yes.

Probably
4. Has this idea been suggested before?
Not that I see.
My idea is to let guards go to the citizen block shop. This would make it much easier for us to build on our plots.

Was gonna make this suggestion but I can just ask miner01 to give me stuff from there and I'll pay him so yea I like this suggestion.

It's called "Citizen Block Shop" for a reason
