2. Could it be done easily? EZ
3. Has something like it been done before? no
4. Has this idea been suggested before? Nope
So pretty you should make rewards for high amounts of playtime. Me and a few other players have 300+ hours and I think even 100 hours should be rewarded with something, maybe you could give someone 50 crates every 100 hours, or maybe 100k every 20 hours, idk just something cool that would make players worth while to have so much playtime because currently playtime is useless.

AFK pools are bannable so thats not an issue

Afk pools can still be used, but there is a simple way to fix it.
I play on this one server where it kicks you for idling if you are looking in the same direction ( not moving your mouse/player head )
Not sure if these will be difficult to set up, but would be a nice touch.

Not a horrible idea just the numbers he gave are a little overpowered
