That would be every hard to make due to how complex that inventory is, would be cool but logistically I don't don't think it is possible and for it to "work" it would be super janky.

I assume that would be the same for brewing stands? Also would it be possible if it was an item such as the Pocket Chestkeeper?

I'm pretty sure the pocket chestkeeper is just a 'right click me to run this command' through the chestkeeper plugin.

They can't work the way chestkeeper works, the plugin doesn't support that. You might be able to patch something together using something like /craft but a chest gui with a slow conversion from ore to ingots, but it'd look like trash.

Not a bad idea, but why not get /smelt or something for donors or as an extra donation perk and it would automatically smelt what's in your hand (may or may not give xp, doesn't matter much)
