I'm going to keep this short because, my online class ends soon.
I don't know how to describe it in a short amount of time so here is an example of what happens.
People vote for the server a certain amount of times ( 200? ) a special event happens. This will encourage more people to vote more often.
What I mean is, each person can vote 4 times a day, say 40 people vote that day ( I think less than 40 vote daily anyways ) that is 160 votes, the next day when 10 more people vote on all websites the total is then 200 and it triggers a new kind of event.
It could trigger some kind of fun new event, a block party or anything else you want I just think this is a cool way to get people to vote if it actually makes any sense to you.

I still think that the votepoints idea should be implemented and made so players can buy events with votepoints

To be honest it would be the perfect currency to buy events, other than that, it shouldn't be used for much, maybe Except for money
