You should allow the mods pvp the guards because even though they can't pvp it gets boring and we should be able to pvp against the guards but unable to pvp the regular people.

All it does is confuse new players and distract the guards

Maybe you could add a special area or arena where mods can pvp people in there.

Mods are meant to be seen as an example. A mod going around killing people is not a good example.
