What I'm trying to say is, make becoming guard more complex.  C-Guard you are a full guard, but a Minor Guard is only a little bit of a guard and might not get guard.  We can't just go off applications... [/quote]But that is what C-Guard it, they have reused permissions and after short amount of time you get promoted or demoted. It is no different then what you are saying just ads another rank for new kinds to be confused by.
